    Job Summary

    Under limited direction, prepares and coordinates federal housing and community development grant applications, awards, plans and performance reports to secure funds. Prepares and presents data and reports and designs and implements federally funded divisional programs. Identifies and analyzes community and housing development programs, determines and develops related objectives and strategies in accordance with federal regulations and mandates. Prepares and presents program recommendations to the Manager, Citizens Advisory Council, Board of Commissioners, County Executive staff, public officials and non-profit agencies regarding the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), emergency homeless assistance programs, and other special project and grant programs as assigned for the purpose of determining policy. Develops and recommends program and/or policies to implement housing and community development programs for county and sub-area planning purposes. Prepares and updates federally mandated action plans and reports as required by the U.S. Department of Housing and Urban Development. Manages components of complex, automated and secured federal grant application, reporting and financial systems. Provides technical and administrative services to municipalities in securing federal, state, and private funds to supplement current levels of service provided by the County. Participates as a lead presenter at planning related activities. Coordinates the development of housing and community development work programs with targeted neighborhoods, communities or non-profit agencies. Provides technical assistance and instruction to communities and non-profit agencies to assess housing and community development needs and tailor a grant program design.  Secures, analyzes, and disseminates program data to the County Executive, Board of Commissioners and other government agencies regarding the availability of grant opportunities. Develops and maintains good working relationships with state, regional, federal and private program administrators. Oversees related program account structure portions of federal grant financial systems. Utilizes current Countywide and/or department specific software to provide labor distribution information and otherwise complete assignments.

    The purpose of this job is to conduct technical home inspections and write project specifications. Documents and oversees home repairs for low income home owners, landlords, and non-profit housing agencies.

    ESSENTIAL DUTIES & RESPONSIBILITIES
    The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

    JOB TITLE:                 Municipal Planner/Community Development Block Grant Coordinator

    REPORTS TO:           Community & Neighborhood Services Director

    JOB SUMMARY:        Under the direction of the Community & Neighborhood Services Director, is responsible for meeting various housing and community needs. Works with the Senior Planner regarding routine City planning and development review activities and attends all Planning Commission meetings.  Provides administrative support to the Neighborhood Improvement Committee and attends all meetings.  Monitors various State and Federal grants and private resources, works with neighborhood connector groups, prepares applications for annual funding, hosts annual community forums, and manages accounting for Community Development programs. 

    PRIMARY DUTIES & RESPONSIBILITIES:

    1)   Municipal Planner I

    a)    Performs professional work related to a variety of planning assignments including site plan development applications, requests for rezoning, and administrative site plan review.

    b)    Research, review and prepare detailed documents / reports covering land-use master planning, zoning, annexation, site and development plans, site condominium plans, and subdivision plans for review by the Senior Planner, Planning Commission and City Council. 

      c)    Perform field inspections and verification measures to assure development projects are completed according to approved plans.

      d)    Attends Planning Commission meetings and other Boards and Commissions as requested.

      2)     Community Development Block Grant Coordinator

      a)    Provide staff support and administrative assistance to the Neighborhood Improvement Committee activities including housing goals and policies.  Prepare detailed and complex documents / reports for review by the Neighborhood Improvement Committee, City Council and various Boards and Commissions.

      b)    Work with Community and Neighborhood Services department staff, the Neighborhood Improvement Committee and City Council to prioritize community needs, allocate grant funds to agencies and administer the Community Development Block Grant (CDBG) Entitlement Program.  Said administration includes the preparation of annual plans and reports, oversight of grant allocations and expenditures, and assuring conformance with City goals and regulations as well as federal guidelines.

      c)    Seek grants, design program guidelines and provide oversight for the administration of state and federal grants assisting housing and neighborhoods.

        d)    Meet with the general public, social service agencies and neighborhood groups regarding neighborhood improvement and community development issues.

        OTHER DUTIES & RESPONSIBILITIES:

        1.    Works with staff assigned to housing and neighborhoods programs and projects.

        2.    Performs other duties as assigned.

        JOB QUALIFICATIONS:

        1.    The job requires knowledge normally acquired through the completion of a Bachelor’s Degree in Urban Planning, Public Administration or related field.

        2.    Two to four years of experience in municipal planning, community development, and/or grant writing/administration.

        3.    Working knowledge of and experience with Microsoft Office applications and with ESRI ArcGis applications.

        4.    Broad understanding of State and Federal regulations and assistance programs as they relate to Housing and Neighborhood grants and program administration.

        5.    Mathematical ability to make complex mathematical calculations with speed and accuracy.

        6.    Interpersonal skills necessary to effectively communicate in both oral and written forms with City officials and the general public in situations requiring tact and patience.

        7.    Mental ability to frequently work on projects requiring concentration and attention to detail and deal with the concerns of citizens, City officials, etc.

        8.    Physical ability to periodically sit/stand in one position for extended periods of time. Incumbent must occasionally lift/carry items weighing up to 50 lbs.

        WORKING CONDITIONS:

        1.  Normal office environment with little discomfort due to noise, dirt, dust and the like. Site visits and associated climbing or walking in various weather conditions also required.

        This is a responsible technical and supervisory administrative position administering programs for the repair and rehabilitation of residential properties in compliance with federal and state laws, policies, and regulations.         Oversees program application process; prepares and executes legal documents for conditional deed; monitors construction and conducts annual inspection; assures compliance with  quality standards; issues payments to contractors; maintains case reports; prepares and executes clear title.


        REQUIREMENTS OF WORK
         
        Thorough knowledge of federal and state rehabilitation programs, laws, policies, and procedures.
         
        Considerable knowledge of the methods, materials and techniques used in conducting housing inspections.
         
        Considerable knowledge of residential construction methods and procedures.
         
        Knowledge of the principles and practices of effective supervision.
         
        Ability to inspect work performed and to determine adherence to codes.
